Defence Sector Reform

The Defence Sector Reform (DSR) Section is a component of UNSOM’s Rule of Law and Security Institutions Group (ROLSIG). The section is comprised of a Senior Military Advisor (SMA), a Chief of Staff (COS) and Deputy Chief of Staff (DCOS), along with a Somali National Army (SNA) Liaison Officer and seven Military Advisers.

The DSR core functions are to:

  • Provide strategic policy advice to the UNSOM leadership; the Federal Government of Somalia (FGS), Federal Member States (FMS) and African Union Mission in Somalia (AMISOM) on Defence Sector Reform and the impact of military decisions on the political environment, and vice versa. 
  • Assist with the coordination of international military assistance in Somalia and the provision of military expertise towards the implementation of the National Security Architecture and the Somalia Transition Plan. 
  • Acts as the United Nations focal point for work undertaken by CAS Strand 2A (on capacity building of the SNA) and the coordination of international support to this activity.
